Guiding Opinions on Green Development of the Textile Industry in the 14th Five-Year Plan

The textile industry is a responsibility-oriented green industry, and establishing and improving a green, low-carbon and circular industrial system is an important symbol and basic bottom line for the high-quality development of the entire industry. Since the "13th Five-Year Plan", the whole industry has achieved remarkable results in energy conservation and emission reduction, pollution prevention and control, comprehensive utilization of resources, green manufacturing system, etc., and has made positive contributions to the basic construction of a textile power. During the "14th Five-Year Plan" period, under the background of the great changes in the world that have not been seen in a century and China's construction of a new development pattern of "dual circulation", under the guidance of the national carbon peak and carbon neutrality goals, it will become an inevitable trend and an important policy for the textile industry to promote the development of green and low-carbon recycling and promote the comprehensive green transformation of the industry. According to the relevant work deployment of the development of the country and the industry during the 14th Five-Year Plan, on the basis of summarizing the green development of the textile industry during the 13th Five-Year Plan, this guidance is hereby prepared.

1. Current situation and situation

(1) The effectiveness of green development in the 13th Five-Year Plan

The "13th Five-Year Plan" period is the sprint stage of building a textile power. The textile industry implements the "Industrial Green Development Plan (2016-2020)", "Outline for Building a Textile Power (2011-2020)", "Textile Industry Development Plan (2016-2020)" and other task requirements, and basically realizes the sustainable development of the textile power and the green development goal of the textile industry during the 13th Five-Year Plan.

1. The efficiency of energy and resource utilization continues to improve. During the "13th Five-Year Plan" period, the textile industry maintained a slight increase in energy consumption on the basis of increasing production capacity, and the comprehensive energy consumption of 10,000 yuan output value decreased by 25.5%. The energy structure continued to be optimized, and the proportion of secondary energy reached 72.5%. Rooftop photovoltaic power generation technology has been applied, and natural gas is used to replace traditional coal-fired boilers in large quantities. The water intake has decreased year by year, and the water intake per 10,000 yuan of output value has decreased by 11.9%.

2. The level of cleaner production has been greatly improved. During the "13th Five-Year Plan" period, the textile industry has increased the research and development and promotion of energy-saving and environmental protection technology and equipment, and breakthroughs have been made in the preparation technology of bio-based fiber materials such as Lyocell fiber, bio-based polyamide fiber, polylactic acid fiber, chitosan fiber, etc., and the preparation scale and level of dope dyed fiber have been greatly improved; Gas-liquid dyeing machines and low-liquor ratio overflow dyeing machines have become the mainstream batch dyeing equipment.

3. Remarkable results have been achieved in pollution reduction. During the "13th Five-Year Plan" period, the textile industry's wastewater discharge, chemical oxygen demand and ammonia nitrogen emissions have dropped by more than 10%. The level of waste gas treatment and sludge harmless disposal has been further improved. The awareness of chemical control of enterprises has been continuously improved, and the ecological safety of products has been generally enhanced.

4. A breakthrough has been made in the comprehensive utilization of resources. Wastewater resource technologies such as water jet weaving wastewater reuse, printing and dyeing wastewater quality treatment, and membrane water treatment have been popularized and applied in the industry, and heat recovery technologies such as heat energy recovery of printing and dyeing wastewater and heat energy recovery of setting machine exhaust gas have been widely used. The industrialization of chemical recycled polyester fiber has broken through the technical bottleneck, the industrialization technology of physical and physicochemical recycling fiber has won the National Science and Technology Progress Award, the zero disposal of used clothes has been further promoted, and the efficiency and level of waste textile classification and recycling, scientific sorting and efficient utilization have been steadily improved.

5. The green manufacturing system is gradually formed. Further promote China's textile and garment corporate social responsibility management system (CSC9000T), the dimension and connotation of social responsibility continue to expand, and cover the factories invested by domestic enterprises overseas, and 55 textile enterprises have joined the fashion climate innovation 2030 action. Since 2016, a total of 251 kinds of green design products, 91 green factories, and 10 green supply chain enterprises have been included in the list of green manufacturing system construction by the state, and more than 40 green standards have been formulated and released.

Since the "13th Five-Year Plan", the green development of the textile industry has made certain achievements, but there are also many problems that plague development and need continuous attention. It mainly includes: low investment in green environmental protection innovation, lack of innovative talents, relatively weak green coordinated development of the industrial chain, and the need to improve the green management ability of the whole life cycle of products, slow progress in the construction of green manufacturing system, weak support role of green public service platform, insufficient effective supply capacity of green products, insufficient efforts to guide green and sustainable consumption, and slow construction of the industrial chain system for the recycling of waste textiles.

(2) The green development situation of the 14th Five-Year Plan

1. Respond to the new challenges of global climate change. The environmental and ecological risks brought about by global warming are one of the serious threats to human survival in the midst of the changes in a century, and reducing carbon dioxide emissions has increasingly become a common responsibility and strategic measure for all countries and regions in the world. China's commitment to carbon peak and carbon neutrality to the world requires the textile industry to set an example and practice responsibility for green change, fully incorporate the industry's environmental responsibility into the industrial value system, innovation system and management system, and effectively drive the green transformation and development of the industry.

2. New requirements for building a beautiful China. During the "14th Five-Year Plan" period, building an ecological civilization system and promoting the green transformation of economic and social development have become the strategic concepts of the country to build a harmonious coexistence between man and nature. At the same time, the all-round implementation of green planning, green design, green investment, green construction, green production, green circulation, green life, etc., has become an important focus of the country's specific implementation of green transformation of economic and social development. These will inevitably put forward higher requirements and usher in rare opportunities for the textile industry to establish and improve the industrial system of green, low-carbon and circular development.

3. Stabilize new impetus for economic development. The de-globalization caused by the new crown epidemic has prompted countries to accelerate the restructuring of their industrial systems for the sake of supply chain security. The implementation of trade protection and the setting of green technology barriers in some developed countries will bring great uncertainty to the security of China's supply chain. Building a green supply chain system with transparent and traceable information is an important means to avoid industrial chain and supply chain risks. In the post-epidemic era, the world will provide more capital, technology and resources to boost the economy, and green industries, as a new driving force for economic growth, will provide important support for stable economic and social development.

4. Conform to the new trend of consumption upgrading. With the realization of China's goal of a well-off society in an all-round way, the per capita fiber consumption of domestic residents has reached the level of moderately developed countries, and under the guidance of the general trend of domestic consumption upgrading, green, healthy, safe and comfortable have increasingly become the basic life needs of consumers for textiles and clothing, especially after the test of the new crown pneumonia epidemic, people pay more attention to life safety and health, and the trend of green consumption will provide the correct market orientation for the textile industry under the domestic cycle.

Second, the overall deployment

(1) General idea

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the spirit of the 19th National Congress of the Communist Party of China and the 2nd, 3rd, 4th and 5th Plenary Sessions of the 19th CPC Central Committee, we will thoroughly implement the sustainable development strategy of a textile power, adhere to the orientation of fulfilling environmental responsibilities, focus on green transformation, and take the construction of standard systems as the guarantee to optimize the industrial structure, accelerate the construction of a green, low-carbon and circular development system, establish and improve a long-term mechanism for green development, and promote the efficient, clean, and clean industrial chain Coordinated development, providing more high-quality green textile products for domestic and foreign consumer markets, continuously improving international competitiveness and influence, guiding green consumption, and promoting the green, low-carbon and circular development of the textile industry to a new level.

(2) Basic principles

1. Adhere to the principle of marketability. Strengthen the main position of enterprises, adhere to market orientation, stimulate the driving force of green development market of enterprises, grasp the new trend of green and healthy consumption, turn green resources into green financial resources, form a benign interaction between the effective supply of green products and the upgrading of consumption concepts, and cultivate a new ecology of green development market mechanism.

2. Adhere to the principle of innovation. Actively promote the innovation of the industry's green development concept, technology and institutional mechanism, lead the overall situation with green technology innovation, strengthen the integration of industry, university, research and application innovation, strengthen interdisciplinary and cross-field cooperation, promote the deep integration of innovative achievements such as environmental protection equipment, information technology, and biotechnology, promote breakthroughs in key technologies, explore new models of green development services, and enhance new impetus for green, low-carbon and circular development.

3. Adhere to the principle of systematization. From raw materials, R&D, manufacturing, products, and sales, we will fully implement green transformation, expand the construction of green factories, green parks, and green supply chains, and gradually form an industry-wide green investment, green design, green production, and green circulation system, coordinate domestic and international markets, and enhance the green competitiveness of enterprises.

4. Adhere to the principle of coordination. Adhere to the adaptation of industry development and resource and energy utilization, ecological environment and safety, the unification of industrial structure and regional functional positioning, the combination of current problems and long-term development of the industry, and the coordination of domestic demand market and international development.

(3) Main objectives

By 2025, with the positive progress made in the construction of ecological civilization and the fulfillment of environmental responsibilities in the industry, the green transformation of production methods has achieved remarkable results, the industrial structure has been significantly optimized, and the level of green, low-carbon and circular development has been significantly improved.

1. The energy efficiency is significantly improved. The growth rate of energy consumption has further slowed down, the energy consumption of major products has reached or approached the world's advanced level, the energy consumption per unit of industrial added value has decreased by 13.5% compared with 2020, the proportion of clean energy in the energy consumption structure has increased, and the carbon emission intensity has been significantly reduced.

2. The level of resource utilization has been significantly improved. Water consumption continued to decline, the water consumption per unit of industrial added value decreased by 10% compared with 2020, and the water reuse rate in the printing and dyeing industry increased to more than 45%. The recycling and reuse system of waste textiles has been further improved, and the annual processing volume of recycled fibers accounts for 15% of the total fiber processing.

3. The level of cleaner production continues to improve. Advanced and applicable cleaner production technologies have been basically popularized, the total amount of major pollutant emissions has continued to decrease, the emission intensity has been greatly reduced, and the exhaust gas has been effectively controlled.

4. The green manufacturing system is more perfect. Fully implement the green management of the life cycle, make every effort to build a number of green factories, green parks and green supply chain demonstration enterprises, and launch more green textile products. The construction of green fiber marking and certification system will be included in the green design of products, encourage green procurement by leading enterprises, open up more sales channels for green products, and guide green consumption.

3. Key tasks

(1) Promote energy optimization and upgrading, and actively promote low-carbon development

1. Promote the optimization and upgrading of energy consumption. Strengthen the clean and efficient use of coal in self-provided boilers, effectively promote the implementation of coal-to-gas and coal-to-electricity conversion in enterprises or parks, encourage enterprises to continue to increase the proportion of secondary energy consumption, use renewable energy such as solar energy and wind energy as supplementary energy, and accelerate the construction of distributed energy centers. Promote enterprises and parks to do a good job in carbon dioxide emission accounting, and carry out pilot demonstrations of "double reduction" of air pollutant emissions and carbon emission reduction.

2. Promote the steady improvement of energy efficiency. Strengthen the constraints of energy conservation and carbon reduction standards, and guide and support the construction of low-energy-consuming and low-water-consuming projects by enterprises. Use standards and regulations such as energy consumption quotas, water intake quotas, and industry norms and conditions to promote the green upgrading and transformation of the industry, strive to improve the design and development capabilities of green products, and actively develop high value-added and low-energy textile products. Carry out energy efficiency leaders to lead the action, and establish a demonstration model of energy efficient use enterprises.

3. Strengthen energy management and continue to improve. Promote the construction of energy management systems for key energy-using enterprises, regularly carry out energy metering self-inspection, energy efficiency assessment and benchmarking, and energy-saving training for equipment management personnel, so as to explore energy-saving potential. Carry out special actions to improve the energy efficiency of key energy-using enterprises, and encourage the use of energy-saving equipment such as high-efficiency and low-consumption motors, fans, pumps, and compressors. Strengthen the insulation and maintenance of key energy-using equipment, improve the energy efficiency of machines and the level of waste heat utilization, and encourage the use of intelligent spinning, weaving, dyeing and finishing, garment processing and other technical equipment to improve labor productivity. Accelerate the formulation of industry energy-saving and low-carbon standards, and encourage green design of plants.

(2) Strengthen pollution reduction efforts to ensure industrial ecological safety

1. Strengthen cleaner production. With green technology driving all links of the industrial chain to reduce pollutant production and emission as the core, we will deepen the systematic pollution prevention and control of the whole production process and textile parks. Formulate a catalogue of toxic and harmful substances, strengthen the development and application of non-toxic and harmless substances, attach importance to the treatment of emerging pollutants, strengthen the research and development and application of degradable fiber materials, and guide the technological progress of the industry and the optimization and upgrading of the industrial structure. Increase the use of clean energy and promote the cascade utilization of energy. We will intensify the transformation of cleaner production, and continue to reduce the production and emission of key pollutants such as chemical oxygen demand, ammonia nitrogen, and nitrogen oxides.

2. Improve water use efficiency. Vigorously promote advanced and applicable water-saving technology, technology and equipment, promote the efficient use of water resources and wastewater recycling, encourage textile enterprises to increase the development of unconventional water resources such as circulating water and reclaimed water, and build demonstration projects for the industrialization of unconventional water resource utilization. Accelerate the improvement of industry water-saving standards, and promote the compliance of enterprise water use efficiency. Carry out water efficiency leaders to lead the action, strengthen water management and water system integration and optimization, and create a number of typical water-saving demonstration projects and benchmark enterprises.

3. Strengthen collaborative governance. Deeply understand the new situation and new characteristics of pollution prevention and control in the new stage, take continuous improvement of the quality of the ecological environment as the core, and carry out coordinated governance of pollution reduction and carbon reduction around the industrial chain and supply chain. Promote the industrial agglomeration of key industries such as chemical fiber manufacturing, chemical fiber filament weaving, printing and dyeing, promote centralized heating and steam supply in textile parks, unify wastewater treatment and sludge disposal, improve environmental infrastructure upgrading and supporting pipe network construction, promote the application of unorganized waste gas collection and treatment technology, and control volatile organic compound emissions. Control the total amount and intensity of pollutant emissions in textile industry clusters such as the Pearl River Delta, the Yangtze River Economic Belt, and the Yellow River Basin, and prevent and control the ecological security and environmental risks of the industrial chain.

(3) Strengthen the comprehensive utilization of resources and continue to promote circular development

1. Promote the recycling transformation of the park. Accelerate the recycling transformation and upgrading of the existing textile parks, extend the industrial chain, improve the degree of industrial relevance, realize centralized water supply, centralized heating, and centralized pollution control, and build a circular industrial chain of "waste cloth recycling staple fiber, reclaimed water recycling, sludge incineration power generation, and waste heat and pressure utilization". Promote the agglomeration, parkization, and regional collaborative layout of waste fiber reuse enterprises, and improve the level of cleanliness in the industry.

2. Promote the reuse of waste textiles. Introduce a market-oriented mechanism to promote the development of the recycling industry of waste textiles, promote the opening and establishment of the "second-hand market" for used clothes, and build a certification system for recycled products. Promote the construction of waste textile recycling and sorting demonstration bases with the central city as the carrier, connect with market-oriented recycling and industrial reuse, and focus on guiding and strengthening the research and development, achievement transformation and application promotion of key technologies and complete sets of equipment. Support renewable resource enterprises to use big data, cloud computing and other technologies to optimize the layout of logistics outlets, establish an online and offline integrated recycling network, and accelerate the integrated development of the Internet and resource recycling.

3. Strengthen the standardized management of the industry. Research and formulate standards and specifications in the field of waste textile recycling, establish industry encouragement and restraint mechanisms, and promote the standardized development of the industry. Accelerate the implementation of the extended producer responsibility system, and explore the traceability path of the whole life cycle of recycled products. In-depth research on the value accounting methods and evaluation indicators of waste textile resources, and gradually build a market mechanism to support the ecological value of recycled textiles.

(4) Build a green manufacturing system and steadily improve green development
